Expand/contract "About" and "Bio" sections of profile separately

De-couple the About section of community profiles from the Bio section of personal profiles so that expanding/contracting one has no effect on the other.
Full description of the idea
Currently, if I contract the Bio section of a personal profile, the next time I visit a community profile the About section is contracted. I would like these two sections to be decoupled so that whatever I do to one has no effect on the other.
By default I hide the Bio section of personal profiles because, in my experience, a good majority of them contain far too many blinkies, images, colorbars, and other HTML crud that I don't want to see.
In contrast, most of the communities I visit are far more restrained in the About section on the profile. This section often contains community rules, a charter, application procedures, and hints for new members.
- Allows users to further customize their experience using journal profiles.
- Lets users see what they want to see and not see what they don't.
- Might be confusing for users who aren't paying attention to the journal type: "Why is the bio expanded, I thought I closed that thing on the last profile?!!"
