Remove preview/adverts site-wide for paid/permanent users

Short, concise description of the idea
Allow paid and permanent users to opt out of seeing the preview/advert from site-wide.

Full description of the idea
LJ has enabled the site preview for links to external sites on all journals. This means that paid and permanent users see adverts for unless they set a cookie to prevent it. There should be an option on the Viewing Options page to disable graphic previews site-wide, and the setting should be stored on a per-login basis and not by way of a cookie.
