additional comment settings level for "just created" users

Short, concise description of the idea
Add a level of screening & disabling comments from "just created" user accounts.

Full description of the idea
Sometimes, an account is created purely for the purpose of leaving comments, such as commercial solicitations or harassing comments. If there were a way to recognize accounts that were less than 72 hours old (3 days) and screen/disable their comments, perhaps that would be one way to stem the tide of these single-purpose accounts. While this is an imperfect filter at best, it would prevent people from registering an account just to leave comments on a current entry, and it would increase the time required for spammers to generate comments.

An ordered list of benefits
  • Reduce the usage of single-purpose accounts used solely for abusive commenting.

An ordered list of problems/issues involved
  • New users may have difficulty getting integrated into the Livejournal community if they are unable to comment in journals and communities. If this security level is broadly used, then new users may become discouraged and leave.

An organized list, or a few short paragraphs detailing suggestions for implementation
  • Generating an additional flag in users' accounts to determine life of account.
