Add "Show navigation strip if viewer is not logged in" option

Title
Add "Show navigation strip if viewer is not logged in" option

Short, concise description of the idea
Remove the "Always show the navigation strip to anyone who views your journal or community" option and replace it with a "Show navigation strip if viewer is not logged in" option.

Full description of the idea
In response to feedback I provided regarding the navigation strip, I was told that the primary purpose of the "Always show the navigation strip to anyone who views your journal or community" option is so that people can see whether they're logged in and, if not, log in directly from their journal page. So my suggestion is for an option that more clearly follows the LiveJournal staff's logic.

The "Always show the navigation strip to anyone who views your journal or community" would then be unnecessary, because its primary functionality would already be handled by the more specific "Show navigation strip if viewer is not logged in" option.

An ordered list of benefits
  • Following the logic the LiveJournal staff has laid out for the navigation strip functions
  • Allowing users to log in directly from their journals without having to force the strip on others
  • Providing true consistency for the "Always see the navigation strip when you view any journal or community" option. Just as users who have enabled that option will always see the strip, users who have disabled the option will never see the strip.

An ordered list of problems/issues involved
  • Users who use the navigation strip as a journal style element, rather than just a viewing option, may be dissatisfied if the "Always show the navigation strip to anyone who views your journal or community" option is removed.

An organized list, or a few short paragraphs detailing suggestions for implementation
  • The functionality to detect whether a user is logged in or not is already in place, and the navigation strip does change its appearance accordingly; it shouldn't be too difficult to make it completely appear or disappear accordingly as well.
