Allow community admins to contact applicants

In a community with moderated membership, it should be possible for moderators to somehow contact applicants who have no public contact information.
Full description of the idea
I'm a moderator of a community with moderated membership, and on a number of occasions I've had to deal with the whole issue of an applicant to the community who has absolutely no public posts or publicly available user info. Needless to say, this can be a bit suspicious, since many trolls also use newly created journals with barely any public user info. In many cases these users *do* turn out to be completely legitimate, but there's no easy way for me to determine whether or not they're trolls without actually letting them in, which sort of defeats the whole purpose of moderation.
- Makes it easier to sort out legitimately interested users from trolls
- Allows community admins to contact users regarding posts violating community rules
An ordered list of problems/issues involved
- Opens up a route for potential harassment of members by unruly community mods
An organized list, or a few short paragraphs detailing suggestions for implementation
- Provide a link next to each member's name on the Community Member management page, which leads to a contact form that sends an e-mail to the member's registered e-mail address from the administrator.
