Add UTF-8 encoding to "Auto-convert older entries from"

Short, concise description of the idea
Add the encoding "UTF-8" to the list of encodings in the "Auto-convert older entries from" list.

Full description of the idea
Sometimes, when submitting entries via the Perl module LJ::Simple, the encoding is not automatically detected as UTF-8, causing problems when listing entries and making the entry uneditable(ie. Client error: Invalid text encoding: Cannot display this post.). Unfortunately, there is no real suitable encoding available for those who post in multiple languages, some of which contain wide characters(Japanese) and some of which don't(English and French).

For example, this entry, although looking rather normal, is uneditable and also does not appear in friend listings.

An ordered list of benefits
  • Allow people who are submitting via external tools using the XML-RPC API to force the encoding to UTF-8 when it isn't automatically detected
