"No database connection present" error page should clearly be an error page

Title
"No database connection present" error page should clearly be an error page

Short, concise description of the idea
Currently, the "No database connection present" features the header line "Comment Posted," with smaller text indicating the error below. Since the comment has not been posted, the page should be clearly distinguishable as an error, and at the very least not say "Comment Posted."

Short descrip says it all.
