Timestamp "Still needs help"

Short, concise description of the idea
Provide a timestamp on Support Requests when a user marks a request as "Still Needs Help", but doesn't leave a comment.

Full description of the idea
Right now, when a user marks a request as SNH, Support Volunteers have no way of knowing if the user marked it 20 seconds or 20 minutes ago. Thusly, Supporthelps have no way of knowing whether or not to wait and see if the user comments before approving a "Comment back to this request" answer.

A timestamp should automatically be posted when a user touches their request, marking it SNH or closing it, even if they don't say anything, so that volunteers know how long a request has been sitting in that particular state.
