Suggestion Proposal Generator: make "suggestions for implementation" optional

Short, concise description of the idea
The Suggestion Proposal Generator should not require the provision of "suggestions for implementation".

Full description of the idea
"Pay a developer pocky."
"not a fix, just a new feature"

"I'm hardly a wiz at this sort of thing"
"Idea accepted, integrated, and live code ran."
"Ah... if only I knew the codebase well enough to fill in the above "An ordered list of problems/issues involved" field..."

Just a tiny sample of the kind of responses recently entered in the "An organized list, or a few short paragraphs detailing suggestions for implementation" field on the Suggestion Proposal Generator form since it was first introduced. While this field is immensely useful in the cases where the user making the suggestion is willing to suggest a strategy for implementation, it's the only field on the form that is not influential in deciding on the validity of a particular suggestion.

I'd therefore like to suggest that input in the field be made optional.

An ordered list of benefits

  • Not requiring input in the field would avoid those who aren't technically- or managerially-minded having to make something up.
  • In turn, this might encourage more suggestions from those who may have been put off before by having to provide suggestions for implementation.
  • An ordered list of problems/issues involved

  • Users may be less inclined to offer suggestions for implementation, but in the majority of cases an implementation plan can be decided on either within the comments attached to a particular suggestion or outside of the suggestions community entirely.
  • An organized list, or a few short paragraphs detailing suggestions for implementation

  • Yes, it's this section that I'm talking about. Diediedie.
