Limit sizes of custom mood icons

Title
Limit sizes of custom mood icons

Short, concise description of the idea
Add a size limit to the images used for custom mood icons.

Full description of the idea
One thing that I've noticed recently is that a lot of people are starting to create custom mood themes with pictures (eg of TV characters). A lot of these also tend to get hideously large (I've just seen one of 125*125 pixels) which look horrificly out of place on friends pages, which just aren't designed to be expecting such a large image in such a place.

As such, it would be really incredibly nice if a sane image size limit was put on the images to be used in custom mood themes. Something like 40*40 pixels owuld probably be about right, at a guess, but that could easily be tweaked.

An ordered list of benefits

  • Makes friends pages look a whole lot cleaner and more uniform.
  • An ordered list of problems/issues involved

  • Some people will be upset about not being able to use the image of their choice.
  • Slight overhead in checking image size.
  • Deciding what to do with existing mood themes above the size limit could be problematic.
  • An organized list, or a few short paragraphs detailing suggestions for implementation

  • When the console command to add a mood icon is used, have an error check to (preferably) download the image and check its size or (failing that) fail if the image size given in the console command is above a certain size.
