Create a get_cluster priv

Allow trusted people to check the cluster of a LiveJournal user for better troubleshooting.
Full description of the idea
Most times Support requests with problems are from the logged in user and trouble-shooting can easily be done. But sometimes the problem is logging in itself. In these cases, or cases where the user emailed, but doesn't reply back/resubmit with a logged in request, it would be handy to let people check it. While there is currently no urgent need for it, it would be good to have should the need arise, and should the need arise, we'd want it right then and there. It could be linked into finduser priv, but would probably be best as a separate priv. The category admin for web ui would be a natural person to give it to (along with staff).
