When adding new features to LiveJournal's pages, by default add a help-link that links to the faq (or the correct placeholder for the upcoming faq of this new feature).
An ordered list of benefits
Explaining the basic workings of a new feature would become a part of implementing a new feature. The help file would go live together with the new feature itself.
The workers in LJ-doc immediately get a placeholder faq that can be reworked to fit in with other faqs.
The basic help is immediately available to all users and can be found quite easily.
It would help prevent many support calls and even if such a call was still received the support-person could very easily point to the correct faq by pointing to the question mark located next to the new feature.
An ordered list of problems/issues involved
I don't see any problems since it's an expansion of a system that is already in place and used in a rather limited way on LJ today.
Not all new features are 'visible' and/or could get users into trouble, so...perhaps it would be best to just use this when ever user interactions change or get added.
An organized list, or a few short paragraphs detailing suggestions for implementation
Not a clue what this would take exactly, but I'm guessing it would primarily take resolve from patch writers to add the extra link + the basic explanation in a early version of a faq for the new feature.
