Allow Maintainers/Journal Owners to Disable HTML and embeds in comments

Title
Allow Maintainers/Journal Owners to Disable HTML and embeds in comments

Short, concise description of the idea
There should be an option for journal maintainers and comm maintainers to disable HTML and embeds in comments, should they choose to.

Full description of the idea
Some spammers and trolls attack journals by posting comments which mess up the pages, making them difficult for people to read. This is usually done using a lot of nested HTML tags. They also embed pornographic or offensive images. If the owner is not there, readers may be exposed to these offensive images or be unable to comment on the entry.

An ordered list of benefits
  • LJ users who aren't there 24/7 to monitor their journals can minimize disruption from spammers.
  • The impact of destructive spam can be lessened.
  • Since this is an option, and not the default, it won't impact journals where the owner doesn't have a problem with embeds and HTML in comments.
An ordered list of problems/issues involved
  • I can't think of any specific ones.
