Support Data URL's in img tags

LJ should not strip valid Data URL's from img tags.

Data URL's are a nice way to support small images by including their source in an img tag, which saves an extra HTTP request. You can read more about them at http://www.websiteoptimization.com/speed/tweak/inline-images/
They are supported in all major browsers (even IE 8!), but when I tried to put one in an LJ post, it showed up as an img tag with an empty src. I assume it's being stripped out for a security reason or something - my suggestion would be to update that filter to allow the Data URL syntax to pass through.
- Can reduce external HTTP requests, making some pages load faster.
- In the future, small mood icon sets could be converted to this format, which would save loading time and HTTP hits on the LiveJournal server on almost all posts.
- Have to be careful to make sure the URL is properly formatted to avoid security holes.
