No comments from new journals

Short, concise description of the idea
I want to block new journals from commenting in mine.

Full description of the idea
On many occasions people create empty journals just for spam. This way, when that one-time-empty-journal is banned, they can create another.

Right now I can block anonymous posts, and I can block non-friends from commenting. I want to be able to block "journals that are created less then 2 months ago". Or "journals that have less then 10 entries in them". Or "journals that were banned by more then 20 people". Or "journals that were banned by any of my friends".

An ordered list of benefits
  • Less spam
  • Fewer complaints
An ordered list of problems/issues involved
  • Problem may be - if everyone blocks some new user from commenting, he will not be able to begin somewhere.
  • This may be addressed changing "no comments from new journals" to "no more then one comment a day from journals created less then 2 months ago".
