Allow "Date Out of Order" entries in communities.

Allow certain entries to remain at the top of the page in communities using the "Date Out of Order" option.
Full description of the idea
The "Date Out of Order" (here) option can be used in personal journals to keep certain entries at the top of the page by editing the entry to have a date in the future, however, it cannot be used in communities.
- Important entries would be kept at the top for all the users in the community to see. For example, I run a buy/sell community with a Member Feedback post. It is being used less and less as it gets pushed further back in the entries, despite the many links I put up for it. Tacking it to the top of the page would encourage users to use it more often. Another example would be for communities with extensive rules that are less noticeable on the profile page.
An ordered list of problems/issues involved
- Not sure how hard it is to implement.
An organized list, or a few short paragraphs detailing suggestions for implementation
- Only allow the community owner and moderators to use this option. This would lessen the risk of users attempting to abuse it.
